Construction Services Manager
Mr. Cahill joined the SEM team after graduating from the Geomatics Engineering program at the College of the North Atlantic. During his studies he gained extensive knowledge in each aspect of Geomatics including land surveying, hydrographic surveying, remote sensing and geographic information systems (GIS). Since joining the company he has been able to further his skills in this field and has also gained valuable experience in environmental projects.
Mr. Cahill has participated in a wide array of projects during his time at SEM including construction oversight, environmental monitoring programs, environmental assessments, development of information management systems, ice studies, land and bathymetric surveys and fish habitat compensation projects. Mr. Cahill has taken part in all phases of the fish habitat compensation projects from the conceptual design, tendering, field coordination through to construction supervision. His dedication to projects and attention to detail has enabled him to accelerate to the position of ‘Director of Geomatics’ with SEM. Under his new role he has gained substantial experience in field construction supervisory roles. His primary responsibility is to ensure that design specifications, environmental compliance and safety performance is always achieved. These responsibilities have enabled him to gain extensive knowledge with respect to Environmental Response Plans (ERP) and Operational Health and Safety (OH&S) regulations.
Mr. Cahill was seconded to Wabush Mines as a project coordinator. During his tenor he served as the principle point of contact between the mine environment team and contractors. The focal project overseen by Mr. Cahill is the commissioning and testing of the new effluent water treatment plant. Prior to this role he served as an On-site Representative (OSR) for Nalcor Energy in the summer of 2013 on the Grand Falls Fish Bypass and Bishop Falls Trash Rack Replacement projects. These projects required an OSR to act as a full time safety officer, to carry out daily oversight on construction activities and ensure Nalcor officials were kept informed on all aspects related to the project. He has recently expanded on this OSR experience and served as Construction Manager for a recent expansion of Nalcor’s transmission and distribution system with the completion of the TL267 project. For this work, Stefan was responsible for the day to day management of contractors and ensuring project delivery was completed safely, on time, on budget and on spec.
