Construction Management Representatives (CMRs)

Our client is seeking four Construction Management Representatives (CMRs) to support the 2026 execution of multiple projects at the Menihek Generating Station, a remote hydroelectric facility in Western Labrador. 

The station is located approximately 40 km southeast of Schefferville, QC, and is accessible primarily by train, with some travel by helicopter from Wabush or by flying into Schefferville and driving to site. 

CMR support is required for monitoring and oversight of the following:
- Powerhouse Crane Rehabilitation
- Spillway Gate Refurbishment
- Spillway Mechanical Hoist Refurbishment
- Installation of bulkheads/stoplogs and dewatering of unit for HQ inspection
- Exciter Refurbishment
- Cranes and Hoists Inspection and Maintenance
- Governor Maintenance
- General Maintenance Activities
- Cooling Water System Refurbishment

The rotation schedule consists of ten-hour days on a 2/2 rotation. Accommodations will be provided at the Menihek Camp.
Responsibilities
Reporting directly to the Project Manager, the CMR is responsible for daily oversight of contracted work, monitoring progress, and ensuring compliance with safety, technical, and contractual requirements.

Key responsibilities include:
- Act as the primary on-site liaison between the Project Manager and contractors.
- Monitor all contractor activities to ensure compliance with applicable health, safety, and environmental legislation.
- Monitor and report on contractor performance to ensure adherence to schedule and technical specifications; work collaboratively to resolve issues as they arise.
- Attend and participate in daily coordination meetings with plant operations and other contractors.
- Ensure effective communication of work activities, duration, hazards, and impacts to affected parties.
- Coordinate site mobilization activities and accommodation logistics.
- Participate in quality inspections and support Inspection Test Plan (ITP) steps, including communication of results when required.
- Ensure contractors complete quality control check sheets and required documentation.
- Forward proposed contract scope changes to the Project Manager and contribute to assessing cost and schedule impacts.
- Document daily progress, issues, and observations using Daily Progress Reports and maintain all necessary field documentation.
- Lead or participate in tailboard safety talks.
- Participate in pre-mobilization meetings where possible.
- Verify that contractor work crews have acceptable training and qualifications.
- Notify the Project Manager of changes in contractor personnel, materials, equipment, or processes and ensure risks are appropriately managed.
- Work in compliance with NL OHS and NL Hydro HSE policies.
Education and Experience 
- Prior experience as a CMR or equivalent.
- Strong knowledge of NL Occupational Health & Safety legislation.
- Strong knowledge of NL Hydro HSE policies and procedures.
- Ability to read engineering drawings and understand specifications.
- Ability to track and progress construction schedules.
- Familiarity with Inspection Test Plans (ITPs) and quality monitoring.
- Proficiency with Microsoft Office tools, including Word and Excel.
- Ability to coordinate multiple work fronts and work respectfully with contractors, subcontractors, and operations staff.
- Ability to work independently, resolving routine issues and escalating when appropriate.
- Experience in electrical, mechanical, civil, and structural construction.
- Completion of an engineering diploma or degree in a related field is an asset, or an equivalent combination of experience and education.
